Establishment of Data Sharing System ... Installation of 'Government Integrated Data Analysis Center'

The Ministry of the Interior and Safety announced on the 20th that the "Act on the Promotion of Data-Based Administration" (abbreviated as the "Data-Based Administration Act"), which contains these provisions, passed the 378th National Assembly plenary session.
This bill aims to establish a scientific administrative system based on data at the government-wide level by mandating the provision of data upon request between public institutions, establishing a Government Integrated Data Analysis Center, and building a Data Integration Management Platform.
Although the public sector has vast data available for joint use, it has been passive in linking and utilizing data between institutions. This bill strengthens the legal and institutional foundation in response to calls for the linkage and joint use of data among public institutions.
The bill requires each public institution to register data necessary for joint use, and mandates that data not registered must, in principle, be provided upon request by other public institutions.
Additionally, it requires the establishment of "Data Analysis Centers" within institutions to perform big data analysis based on jointly used data among public institutions, and allows for the establishment of a "Government Integrated Data Analysis Center" to analyze policy issues linked across multiple ministries to support scientific policy decisions.
A "Data Integration Management Platform" will also be built to enable efficient provision, linkage, and joint use of data by public institutions. This platform will comprehensively manage data and data relationships held by each institution, making it easier for public institutions to explore and utilize data, and will interconnect data-related systems of each public institution to build a government-wide data management system.
Furthermore, to systematically promote data-based administration, a "Data-Based Administration Promotion Committee" involving private experts will be established to review basic and implementation plans and mediate refusals to provide data.
Yoon Jong-in, Vice Minister of the Ministry of the Interior and Safety, said, "By enabling joint use of big data among public institutions, we have created an opportunity to enhance the reliability of administration and further promote innovation in public services," adding, "We will also prepare follow-up work such as enforcement decrees and guidelines without delay."
