This regulation is planned to be applied as soon as possible by completing the revision of the Housing Act Enforcement Decree by August.


Currently, areas where resale is prohibited until ownership transfer registration include speculative areas, speculative overheating districts, adjustment target areas, and metropolitan areas subject to the pre-sale price ceiling system, including Seoul and some parts of the metropolitan area. As a result, pre-sale overheating is continuing mainly in non-regulated areas where resale is relatively free.
