Consumers Benefit from Discounted Purchases, Small Business Owners Expect Sales Increase... Total Issuance of 2 Billion KRW, Up to 1 Million KRW Purchase per Person per Month
[Asia Economy Reporter Jong-il Park] Seongbuk-gu (Mayor Lee Seung-ro) will additionally sell the mobile 'Seongbuk Love Gift Certificate,' issued to promote consumption in local alley markets and increase sales for small business owners, at a 10% discounted price.
Sales will begin on the 20th through the Seongbuk Love Gift Certificate payment app, with a total scale of 2 billion KRW.
Recently, due to the impact of COVID-19, citizens' interest in untact (contactless, non-face-to-face) consumption has increased, and with the availability of discount benefits, the use of Seongbuk Love Gift Certificates has become possible, leading to continuous demands for additional issuance.
Additionally, the 'Seoul City Emergency Disaster Living Expenses' and the 'Government Emergency Disaster Relief Fund' can be received as Zero Pay-based gift certificates, resulting in a growing number of consumers using Zero Pay payments and affiliated stores.
In fact, among approximately 13,000 target stores in Seongbuk-gu, about 8,600 stores (around 66%) are Zero Pay affiliates, allowing Zero Pay-based payments anywhere. Since the issuance of the Seongbuk Love Gift Certificate, 2,180 stores have increased, showing a 16.6% rise compared to before issuance.
Consumers can purchase up to 1 million KRW worth of gift certificates per person per month through mobile Seongbuk Love Gift Certificate purchase apps (Beeple Zero Pay, Kukon Check Pay, Moneytree, etc.). They can purchase at a 10% discount until June 30, after which the discount will change to 7%.
There are also benefits for gift certificate users. To stimulate domestic demand, the government passed an amendment to the 'Restriction of Special Taxation Act' last month, raising the income deduction rate to 80% regardless of payment method for amounts used from July 1 to July 31. Therefore, when using the Seongbuk Love Gift Certificate until July, users can receive an 80% income deduction benefit.
