Yongsan-gu Mayor Seong Jang-hyun Grants Special Promotions to Hardworking Public Officials


[Asia Economy Reporter Jongil Park] Yongsan-gu (Mayor Seongjang Hyun) is selecting the ‘2020 First Half Active Administration Best Cases and Outstanding Public Officials.’


This is to motivate and boost the morale of public officials working on the front lines in the rapidly changing administrative environment in the era of local autonomy.


First, the best cases of active administration will be discovered and disseminated to encourage interest in active administration within the public service community. Then, outstanding public officials will be selected and given incentives to create an atmosphere that favors proactive and creative public servants.


Starting from June, the district will select outstanding active administration public officials every half year and provide incentives such as special promotion or salary increase, highest grade performance bonuses, shortened promotion periods based on seniority, and special leave according to their achievements.


Applications for best cases and public officials will be accepted until the 29th of this month. Eligible candidates are active administration cases implemented or public officials affiliated with the district from July 2019 to May 2020.


Department heads can recommend active administration cases or affiliated employees considering work performance and achievements. Citizens can also make direct recommendations. Information can be found in the ‘Active Administration Public Official Citizen Recommendation’ section under Comprehensive Civil Complaints on the district website (www.yongsan.go.kr).


From June, fact-finding, preliminary review, and public verification will be conducted. The district’s Audit Department will first investigate work performance and contribution. Then, a selection committee will be held to decide the candidates and incentives, followed by a personnel committee meeting to finalize the recipients.


Besides this, the district is conducting various active administration projects. A pre-consultation system is operated so that when there are difficulties interpreting laws or guidelines, the Audit Department can be consulted in advance for opinions on regulation interpretation.


Additionally, regular education related to active administration is conducted, and in the second half of the year, an internal active administration casebook will be published and distributed to all departments.


Along with this, even if legal disputes or budget waste issues arise from the results of processing despite public officials performing their duties actively and sincerely, the district plans not to impose disadvantages on the responsible personnel or to partially mitigate such measures.


Seongjang Hyun, Mayor of Yongsan-gu, said, “This is the first step to creating a foundation where public officials can carry out active administration without being constrained by systems or precedents,” and added, “We will create an organizational culture where hardworking public officials are properly treated.”
