[Asia Economy Reporter Jongil Park] Nowon-gu (District Mayor Oh Seung-rok) is recruiting new members for the Passenger Car Mileage program, which encourages residents to voluntarily reduce their vehicle driving distance to cut fine dust and greenhouse gas emissions.
The "Passenger Car Mileage" system awards mileage points based on the reduction in driving distance by comparing the average annual driving distance with the driving distance during one year after joining the mileage program.
Eligible applicants are owners of non-commercial passenger cars or vans with 12 seats or fewer registered in Seoul. One person can register multiple vehicles and join the program.
To join, applicants can apply directly on the Passenger Car Mileage website (https://driving-mileage.seoul.go.kr) or visit the district office’s Traffic Administration Division or local community service centers. Within 7 days of membership registration, photos of the vehicle’s license plate and odometer must be uploaded to the website.
Mileage points are awarded after one year by uploading photos of the vehicle’s license plate and odometer within one month, followed by an evaluation based on the reduction amount.
Mileage points are credited according to the reduction rate and amount of driving distance: ▲ 20,000 points for a 0?10% or 0?1,000 km reduction ▲ 30,000 points for a 10?20% or 1,000?2,000 km reduction ▲ 50,000 points for a 20?30% or 2,000?3,000 km reduction ▲ 70,000 points for over 30% or more than 3,000 km reduction.
Only vehicles that have participated for more than 9 months are eligible for mileage evaluation, and earned mileage points are valid for 5 years during the membership period.
Additionally, if members participate in refraining from driving during emergency fine dust reduction measures, they will receive 3,000 points per event after evaluation. Members are notified via text message in advance about how to participate.
Accumulated mileage points can be exchanged at a rate of 1 point per 1 KRW for mobile cultural gift certificates, or used to pay local taxes such as automobile tax and property tax, or donated to desertification prevention tree planting projects.
Furthermore, if the registered vehicle’s ownership changes, members must apply within 7 days through the website or in person. The previous vehicle’s driving distance will still be applied after the change.
The existing passenger car day-of-week restriction system was unified into the Passenger Car Mileage system, and new registrations for the day-of-week system were stopped from January. However, benefits such as discounts on public parking lots and priority parking space points for existing members will be maintained until July 8.
District Mayor Oh Seung-rok said, “Reducing 6.6 kg of carbon dioxide annually is equivalent to planting a 30-year-old pine tree,” and added, “We ask residents for active participation in the Passenger Car Mileage program to help reduce environmental pollution.”
