[Asia Economy Reporter Yuri Kim] The Seoul Metropolitan Government is revising the standards for building reviews. After examining the operational status of the city and district architectural committees and analyzing the issues, the city plans to reorganize the review standards to reflect changes in the times, society, and economy.


According to industry sources on the 15th, Seoul recently commissioned a service to revise the standards for building reviews and the operation criteria of architectural committees. The city intends to review the subjects and resolutions of the Seoul and district architectural committees over the past five years and analyze the review standards applied separately from the integrated standards. This is to analyze comprehensive and detailed matters delegated by law and present common standards.


In particular, during this revision process, the city will specifically establish review standards for incentives related to the installation of community facilities and publicly accessible spaces, and create unified standards applicable to recently increasing types of apartment construction such as long-life housing and excellent design apartments. The standards for balcony installation and removal in apartments will also be reconsidered.


The review standards for applying eco-friendly and energy-saving design criteria will also be reorganized to support the Green Building Creation Support Ordinance and promote rooftop landscaping. The social mix of rental housing will be examined to ensure it is applied appropriately, and issues will be addressed. Improvements considering user convenience for community facilities will also be reviewed.


The city will also review measures to improve the operation methods and procedures of architectural committees linked to the pre-public planning stage, as outlined in the 'Urban and Architectural Innovation Plan' prepared in March last year. This plan focuses on considering content before deciding on redevelopment plans and providing guidelines for plan establishment. It supports reviews for redevelopment plan decisions to enable swift project progress. The city also plans to develop improvement measures for efficient operation by linking various committees such as traffic impact assessment, environmental impact assessment, preliminary disaster impact assessment, and underground safety impact assessment.


A Seoul city official said, "We will establish a system between building review standards and architectural committee operation criteria and also consider ways to simplify committee operation procedures." The city plans to reorganize the building review standards through related services by the second half of next year.
