[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) has decided to provide incentives such as special promotions to innovative public officials who have contributed to improving unreasonable regulations through proactive administration and creating public benefits.
On the 6th, Nam-gu announced that it will actively promote proactive administration to reflect various administrative demands, as the administrative environment is rapidly changing, causing a widening gap between laws, systems, and the field, making the mindset and role of public officials who recognize and actively solve field problems more important than ever.
To this end, Nam-gu plans to strictly take action against passive administrative behaviors that infringe on the rights and interests of the public due to neglect of duties or cause financial losses to the state or local governments.
On the other hand, excellent proactive public officials will be granted at least one preferential personnel measure, including special promotion, special salary increase, highest grade performance bonus, special leave, shortened service period for selection as exemplary public officials, shortened promotion period, additional performance points, or transfer to a desired department.
The reason for promoting proactive administration like this is to correct work behaviors that fail or neglect assigned tasks without reasonable grounds, and to eliminate practices that follow past regulations and unreasonable work customs despite changes in laws and guidelines.
Additionally, Nam-gu aims to improve conditions where public officials may be discouraged due to disadvantages including disciplinary actions for minor mistakes during the process of promoting public interest work, ensuring that proactive administration is successfully established in the public service community.
A Nam-gu official said, “The government is also encouraging proactive administration to firmly take root as a new culture in the public service,” adding, “Especially since standards have been set to encourage rather than reprimand proactive administration, we will do our best to make the local economy more vibrant and our society warmer.”
Meanwhile, recommendations for excellent proactive public officials are made by residents or departments within the district office, and evaluations of the officials undergo fact-finding including performance verification by the Planning Office, which oversees proactive administration, and the relevant proactive administration departments, before final confirmation through deliberation and resolution by the Proactive Administration Support Committee.
