Daejeon, Chungnam, and Sejong: Differences in Government Disaster Relief Funds and '+@Support Funds'

[Asia Economy (Daejeon) Reporter Jeong Il-woong] It is expected that the scale of support funds for damages caused by the novel coronavirus infection (COVID-19) will vary among local governments in the Chungcheong region. Broadly speaking, Daejeon and Chungnam will increase the scope of support under names such as livelihood support funds by investing their own budgets overlapping with the government's emergency disaster relief funds, while Sejong is unlikely to provide overlapping support through its own budget.


According to Daejeon City, Chungnam Province, and Sejong City on the 1st, first, Daejeon will provide livelihood support funds through its own budget in addition to the government's emergency disaster relief funds, which are set to provide 1 million won for a family of four (overlapping).


For example, based on a family of four at 100% of the median income level, the city explained that it plans to provide a total of 1,561,000 won by adding the city's livelihood support fund (561,000 won) to the government's emergency disaster relief fund (1 million won).


To this end, the city recently allocated 70 billion won of its own support budget as a supplementary budget and plans to prepare the 20% matching contribution (about 60 billion won) that local governments must bear for the total amount of emergency disaster relief funds from the government by restructuring expenditures and utilizing various funds.


Chungnam Province also plans to provide the previously scheduled emergency livelihood stabilization funds overlapping regardless of the government's emergency disaster relief funds. In this case, a family of four included in both types of support funds will receive up to 2 million won.


Earlier, the province agreed with 15 cities and counties in Chungnam to provide 150 billion won in emergency livelihood stabilization funds. The main point of the emergency livelihood stabilization fund support is that the province and cities/counties share the burden ratio and provide 1 million won per household based on a family of four to about 673,000 households in the bottom 70% income bracket.


Also, like Daejeon, it bears 20% (about 88.2 billion won) matching the government's emergency disaster relief funds.


However, not all local governments in the Chungcheong region provide overlapping support with the government. Sejong, like other local governments, bears 20% of the government's emergency disaster relief funds. However, it does not proceed with overlapping payments of the emergency disaster livelihood expenses planned for the bottom 50% income bracket.


Originally, the city planned to support emergency disaster livelihood expenses of 300,000 to 500,000 won for about 33,000 households in the region, but after investing 20% of the government's emergency disaster relief funds (about 13.5 billion won) and considering the budget situation, the city intends to avoid overlapping payments.
