Promotion of Internalization Including Strengthening Awards for Outstanding Proactive Public Officials This Year
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Yeosu Gwangyang Port Authority (President Cha Min-sik, hereinafter referred to as the Authority) announced on the 30th that it has established 14 tasks in 4 areas and 29 detailed implementation tasks this year to internalize the culture of 'proactive administration.'
The main contents include strengthening protection and support for employees who practice proactive administration, awarding outstanding proactive administration employees, and strengthening disciplinary actions against employees who engage in passive administration.
In addition, the Authority plans to continuously promote proactive administration, such as conducting night pilotage to alleviate congestion at Gwangyang Port and improving unreasonable lease contracts.
Previously, the Authority conducted proactive administration case education, port-related law education, revision of audit regulations to relax exemption judgment conditions, and on-site inspections of passive administration to establish the concept of proactive administration and lay the foundation for its promotion last year.
Along with this, the Authority carried out proactive administration by operating donation gardens, supporting cargo handling equipment to resolve loading and unloading delays, and opening Jungma General Wharf for the 30th anniversary event of Gwangyang City's promotion, resulting in achieving a first-grade comprehensive integrity evaluation.
President Cha Min-sik said, “Regarding the currently serious COVID-19 situation, we will prioritize routine audits of support projects and boldly exempt minor mistakes occurring during the response process to prevent the spread.”
He added, “We will make this year the first year of internalizing proactive administration by resolving legal issues arising during COVID-19 response with the help of the Authority’s advisory lawyers.”
