Expansion of Routine Audit Scope from Existing Contracts and Budget Management to 'Recruitment Field'... Synergy Expected with 'Recruitment Inspector System' Scheduled for Implementation in May
[Asia Economy Reporter Jong-il Park] Seodaemun-gu (Mayor Moon Seok-jin) is expanding its routine audits, which have been conducted on contracts, budget management, and major policy execution, to include the 'recruitment sector' of both the district office and the Seodaemun-gu Urban Management Corporation.
Routine audits are a system that requires the audit department to pre-check the legality and appropriateness of an institution’s major policy execution to prevent trial and error.
The district aims to enhance fairness, transparency, and administrative reliability through routine audits of recruitment.
Routine audits will apply when hiring fixed-term public officials, full-time employees with a fixed period, and regular employees of the Seodaemun-gu Urban Management Corporation.
Accordingly, when each department establishes a recruitment plan, it must undergo a routine audit before proceeding with subsequent procedures.
The audit department reviews the legality of the recruitment plan and announcement content, the appropriateness of procedures, and the fairness of applicant qualifications, and consults with the relevant department, which must then reflect the results in the basic recruitment plan and announcement documents.
In addition to applying such routine audits to recruitment, Seodaemun-gu further enhances transparency by having a ‘Recruitment Inspector’ observe processes such as document screening and interviews.
Mayor Moon Seok-jin of Seodaemun-gu stated, “We have decided to expand the scope of routine audits to the recruitment sector for fairer hiring,” and added, “We expect synergy effects with the newly implemented Recruitment Inspector system.”
The district aims to implement the Recruitment Inspector system in May this year and plans to start routine audits in the recruitment sector accordingly.
Last year, Seodaemun-gu conducted over 130 routine audits on construction, services, and goods procurement, improving administrative efficiency and transparency in financial execution.
