"Public Discussion on Legislation for the Completion of Rule of Law Administration and Protection of Citizens' Rights"
[Asia Economy Reporter Moon Chaeseok] The Ministry of Government Legislation announced that on the 12th at 2 p.m., it jointly held an online public hearing on the draft Basic Administrative Act with the Korea Legislation Research Institute. This law was created to complete the rule of law administration and protect the rights of the people.
The public hearing was conducted via online live streaming to prevent the spread of the novel coronavirus infection (COVID-19).
Prior to this, from the 9th to the 11th, the Ministry of Government Legislation disclosed the presentation materials and bulletin board in advance to gather public opinions.
The draft Basic Administrative Act, which was publicized this time, includes provisions to codify the principles and standards of administration, and to supplement legislative gaps such as standards for proactive administration, application of laws, and the effect of reporting.
It also includes content to unify and simplify common systems scattered across individual laws, such as the presumption of permits.
Until now, there have been no codified principles and standards commonly applied across the entire administrative field, which has acted as an obstacle to rule of law administration and proactive administration.
The same systems were regulated differently in hundreds of individual laws, causing inconvenience and confusion for the public and frontline public officials.
Going forward, the Ministry of Government Legislation plans to announce the draft for legislative notice until the 25th of next month, conduct public hearings by region to promote public discussion, and then push for legislation in the first half of the year.
