Granting Building Permit Conditions for Hiring Local Residents as Traffic Guidance Personnel... Expected Effects on Creating a Safe Walking Environment and Local Job Creation
[Asia Economy Reporter Park Jong-il] Gangseo-gu, Seoul (Mayor Noh Hyun-song) is implementing the "Construction Site Safety Management Project through Job Sharing," which hires local residents who are well aware of the local conditions and status as construction site flaggers and traffic guides.
Recently, following the passage of the "Min-sik Act," there has been increased attention on child protection zones, school routes, and pedestrian safety.
However, many construction sites either do not hire or hire only a few personnel such as flaggers and traffic guides, resulting in frequent complaints during work involving construction vehicles.
Accordingly, the district has decided to impose a building permit condition requiring the hiring of nearby residents recommended by the local community center as flaggers and traffic guides to create a safe walking environment around construction sites.
In addition to flaggers, when hiring additional personnel needed for long-term site management, construction project stakeholders are being guided to consult with the district and prioritize hiring local residents.
With this building permit condition, local residents will participate in construction site safety management, ensuring the safety of pedestrians near construction sites and reducing disputes between building owners and residents.
As of the end of February, there are about 140 construction sites in Gangseo-gu, and if each site hires 5 to 10 times (an average of 8 times) per year, it is expected to create more than 1,120 local jobs annually.
A district official said, "This project was promoted to create a safe walking environment around construction sites," adding, "We will strive to prevent construction site accidents through continuous system improvements and project development."
