[Asia Economy Reporter Park Hyesook] Yeonsu-gu, Incheon, is set to fully activate an emergency care system for low-income vulnerable groups amid the prolonged COVID-19 pandemic and growing concerns over community spread.


According to the district on the 1st, in order to prevent the spread of COVID-19, face-to-face home visit consultations will be temporarily suspended, and continuous monitoring such as welfare checks will be conducted for low-income vulnerable groups in need of care, including elderly living alone and people with severe disabilities.


To this end, the district established an emergency care plan for low-income vulnerable groups on the 28th of last month. The Welfare Policy Division of the district will act as the control tower, while 14 Dong Administrative Welfare Centers and 3 Comprehensive Social Welfare Centers will cooperate with private organizations to prevent accidents such as solitary deaths.


The Dong Administrative Welfare Centers will designate subjects including last year’s solitary death prevention project recipients, basic livelihood security recipients, and near-poverty groups such as elderly living alone and people with severe disabilities, and will check on their welfare, health status, and living conditions. Additionally, they will connect the subjects to necessary welfare services and conduct home visits to confirm their status if contact cannot be made.


The Comprehensive Social Welfare Centers will maintain a management system for vulnerable groups such as single-person households among program users and support and connect necessary services through monitoring.


Gu Nam-seok, the district mayor, stated, "We plan to establish an emergency care system to respond to national disaster situations and create a community welfare safety net to stably support the lives of local residents. We will strive to prevent accidents such as solitary deaths through continuous management and monitoring of welfare recipients."
