[Asia Economy Reporter Park Jong-il] Gangbuk-gu (District Mayor Park Gyeom-su) is recruiting new subscribers for the 2020 Passenger Car Mileage program to reduce greenhouse gases and fine dust.
Introduced in 2017, the Passenger Car Mileage program provides incentives based on the reduction in driving distance by comparing the average annual driving distance with the driving distance during the first year after enrollment.
Anyone who owns a non-commercial passenger car or van with 12 seats or fewer registered in Seoul can participate. One person can also register multiple vehicles.
Applications can be made via the PC or mobile website (https://driving-mileage.seoul.go.kr) or by visiting the 5th floor of the district office's Autonomous Administration Division or the local community center in person. Afterward, uploading photos of the vehicle's license plate and odometer on the website completes the registration.
The district provides 20,000 to 70,000 points annually based on the subscriber's performance. Additionally, if participants refrain from driving during fine dust emergency reduction measures, they receive 3,000 points per occurrence after submitting proof for review.
Points can be used to pay automobile tax, property tax, and other payments through Seoul City's local tax internet payment system (ETAX) or exchanged for mobile book and cultural gift certificates.
Prior to this, on the 9th of last month, the district enacted the "Seoul Metropolitan City Energy Saving Mileage Support Ordinance." The ordinance includes abolishing the Passenger Car Day-of-the-Week system and unifying it into the Passenger Car Mileage program.
Accordingly, new subscriptions to the Passenger Car Day-of-the-Week system have been suspended. However, to minimize inconvenience to citizens due to the abolition, existing benefits will be maintained for six months until July 8. From July 9, when the grace period ends, all benefits will be completely discontinued.
Park Gyeom-su, Mayor of Gangbuk-gu, said, "Climate change and fine dust issues are directly related to residents' health and safety," and added, "We hope for much interest and participation in the Passenger Car Mileage program, which contributes to solving environmental problems by voluntarily reducing driving distances."
