KCSC Deletes 133 Telegram Group Chats


[Asia Economy Reporter Koo Chae-eun] The Digital Sexual Crime Deliberation Subcommittee of the Korea Communications Standards Commission announced on the 21st that it has deleted 133 Telegram group chats that distributed information related to sexual crimes.


The Commission has been focusing on monitoring Telegram group chats distributing digital sexual crime information, such as videos exploiting children, adolescents, and women, since mid-last month.


Based on the investigation results, the Commission requested Telegram to self-regulate 133 group chats over 20 occasions, and Telegram took deletion actions on 87 of these chats. For the remaining 46 group chats where self-regulation was not implemented, the Digital Sexual Crime Deliberation Subcommittee held 11 emergency meetings from the 26th of last month to the 20th of this month and decided to issue corrective orders (access blocking).


The Telegram group chats subject to corrective orders were created under names such as '○○bang', '○○○molka', 'Hwajangsil ○○', and '○○○ Yadong', with up to 20,000 members sharing around 10,000 obscene materials.


Additionally, the Commission explained that some chats also circulated personal information of victims, including names, contact information, and identification cards. The Commission plans to strengthen monitoring of digital sexual crime information distributed through platforms like Telegram while cooperating with related agencies such as the Ministry of Gender Equality and Family and the National Police Agency.
