Dongjak-gu to Implement Proactive Administration Trusted by Residents This Year


[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Lee Chang-woo) is establishing and promoting the ‘2020 Proactive Administration Implementation Plan.’


Proactive administration refers to the attitude of public officials who take the initiative to solve tasks based on creativity and expertise for the public interest, such as improving unreasonable regulations.


Last year, the district revised the Seoul Metropolitan Government Dongjak-gu Local Public Officials Disciplinary Rules and designated the Audit Officer as the dedicated department for proactive administration, establishing an implementation plan covering 11 tasks in 4 areas: ▲system improvement ▲protection and support for proactive public officials ▲selection of proactive public officials ▲eradication of passive administration.


First, by March, a proactive administration section will be newly created on the district website to serve as a hub for system guidance and spreading exemplary cases.


A communication channel will be set up to allow residents or employees to freely recommend outstanding proactive public officials, and excellent cases will be promoted through card news, webtoons, and more.


Additionally, the ‘pre-consultation system’ will be further strengthened.


When public officials face difficulties in decision-making due to challenges in interpreting regulations or guidelines, if they handle tasks after receiving pre-consultation from internal audit bodies, Seoul City, the Board of Audit and Inspection, etc., they will be considered to have met the exemption criteria under the ‘Proactive Administration Exemption System,’ fostering an atmosphere where they can work actively.


Departments wishing to apply for consultation can submit an application form and related documents to the Audit Officer. The Audit Officer analyzes the relevant laws, on-site verification, and the validity and appropriateness of the work, then sends an opinion letter to the department within 30 days.


The district conducts training twice a year, in March and September, for all district office employees to practice proactive administration.


A professional instructor from the Regulatory Innovation Research Office of the Korea Institute of Public Administration lectures on the theme ‘Change for the People, Proactive Administration,’ covering ▲guidance on the proactive administration exemption system ▲strict response to passive administration ▲practical cases by type.


Other initiatives include selecting outstanding proactive public officials and providing incentives, legal advisory support, and operating a passive administration reporting center (☎820-9627).


Audit Officer Yoo Jae-cheon said, “Improving unreasonable regulations and procedures and actively promoting work for the public interest is the attitude that public officials should aspire to,” adding, “We will do our best to create a trusted public service culture through proactive administration and improve residents’ quality of life.”
