[Asia Economy Reporter Buaeri] Yoon Seong-ro, the new chairman of the 4th Industrial Revolution Committee, announced on the 19th that he will focus on regulatory innovation. Regarding the van-hailing service 'Tada,' he said, "It is an industry that must coexist with existing industries, and government efforts are important to resolve this."


At a press conference held in Gwanghwamun, Seoul, in the afternoon, Chairman Yoon said, "I respect the court's ruling, and since this is an ongoing issue, I am cautious about expressing my views," but explained, "(Tada) was an innovative technology and an effort to be incorporated into the institutional framework."

Chairman Yoon expressed his determination to innovate regulations. He said, "I want to compare innovation to a locomotive," adding, "If regulations are imposed out of concern that people might ride before the locomotive is even built, it will be difficult to develop the locomotive itself."


He continued, "Innovation must continue and should not be delayed by regulations. When performing CPR, one does not worry about broken ribs," adding, "I have consistently said in private that differences in regulation create differences in technological capability."


He stated, "We will pursue regulatory innovation," and said, "We will further devote ourselves to 'regulatory innovation' so that companies can freely undertake innovative challenges and attempts."


Chairman Yoon also announced plans to establish a regulatory improvement team within the 4th Industrial Revolution Committee. He said, "We will establish a 'visiting regulation discovery' system that directly visits sites to listen to difficulties and find alternatives," adding, "We will assign the role of discovering regulatory improvement tasks to private members of the 4th Industrial Revolution Committee who are experts in each field, strengthening its role as a public-private communication channel."

"4th Industrial Revolution Committee to focus capabilities on AI this year"

Chairman Yoon stated, "Starting this year, since the 4th Industrial Revolution Committee has been assigned the role of the 'AI National Committee,' we plan to focus our capabilities on the field of artificial intelligence." He added, "The role of AI is very broad," and explained, "Private sector efforts are necessary, and government support is also essential. In that sense, it can be seen as focusing on AI."


Popularizing AI is also a goal of the 4th Industrial Revolution Committee. Chairman Yoon said, "AI should not be a technology representing specific companies or classes but should represent the happiness of all citizens. We will also strive for the popularization of AI," adding, "I believe that AI technology should be accessible and usable by anyone who wants it, like the internet, to bring about positive changes throughout society."


Regarding criticism that the 4th Industrial Revolution Committee is 'nominal and ineffective,' Chairman Yoon said, "We will improve through close cooperation with the government," emphasizing, "We plan to strongly cooperate with the Blue House's Digital Innovation Secretary and the Ministry of Science and ICT."


Meanwhile, on the same day, Judge Park Sang-gu of the Seoul Central District Court Criminal Division 18 acquitted Lee Jae-woong, CEO of Socar, and Park Jae-wook, CEO of VCNC, who were indicted for violating the Passenger Transport Service Act in relation to 'Tada.'
