Tonggongno Criticizes Ministry of the Interior and Safety and Ministry of Gender Equality and Family for Waste of Manpower and Time in Administration

From Government Ministries to Practicing Barrier-Free Administration & Urging Improvement of Redundant Tasks, Waste of Personnel, and Budget Waste

[Asia Economy Reporter Park Jong-il] The Integrated Public Officials Union (Chairman Lee Chung-jae, photo) issued a statement on the 19th, criticizing, "Amid growing public concerns over the COVID-19 situation these days, due to siloed administration within government ministries, only the innocent local government officials are wasting time and manpower on unnecessary overlapping tasks."

The union pointed out that recently, the Ministry of the Interior and Safety sent official letters to local governments to investigate the operation status of committees, and the problem is that the Ministry of Gender Equality and Family is also enforcing the same tasks.


In particular, the Ministry of Gender Equality and Family is said to be collecting data on the appointment rate of female committee members, requiring input of gender equality status management information into a separate system twice a year. The union argued that if the two ministries were properly sharing information, such duplicated work would be unnecessary.


This is because the Ministry of Gender Equality and Family could simply use the committee operation status data from the Ministry of the Interior and Safety to determine the desired female committee member appointment rate.


However, due to siloed administration between the two ministries, tasks are separately assigned to about 240 local governments nationwide, and according to analysis, approximately 12,000 hours are wasted at once.


The union stated, "This is an enormous waste of manpower and time. Every year, the government emphasizes administration without silos and talks about efficient task performance, but siloed administration still persists even in key government ministries. We lament such inefficient task execution. We urge government ministries to take the lead in promoting administration without silos to reduce manpower and budget waste caused by overlapping tasks."
