Lim, who is from Daegu, graduated from Seonggwang High School and Seoul National University with a degree in Social Welfare, and earned a master's degree in Public Administration from the same graduate school. He later obtained a Ph.D. in Public Administration from Yonsei University. He has served as Policy Analyst, Chief Planning Policy Officer, and Director of Social Coordination at the Office for Government Policy Coordination.
The Board of Audit and Inspection stated, "As an expert with both theoretical knowledge and practical experience in various fields of administration, he is expected to contribute to fostering a proactive public service atmosphere and producing balanced audit results," explaining the background of the nomination.
