[Asia Economy Reporter Seulgina Jo] The Ministry of Science and ICT and the National Information Society Agency announced on the 3rd that they have completed the establishment of three public innovation platforms capable of creating innovative private software (SW) services.
The Ministry of Science and ICT invested 6.1 billion KRW last year to support the establishment of three platforms: the Ministry of Health and Welfare's Electronic Medical Record (EMR) certification standard development and dissemination support (2.3 billion KRW), Seoul Metropolitan Government's Illegal Parking Integrated Platform (1.7 billion KRW), and Jeollanam-do's Blockchain-based Eco-friendly Agricultural Products Distribution Platform (2.1 billion KRW).
This is part of the National Digital Transformation project that supports the planning and establishment of platforms enabling the creation of new private services targeting the public sector. Unlike existing informatization projects, it is differentiated by not having the government directly build the necessary systems and functions, but rather aiming to expand the private SW market by supporting the use and development of innovative private SW services.
First, the Ministry of Health and Welfare developed a standard framework for electronic medical record systems to enable sharing and utilization of EMRs individually established by medical institutions and companies nationwide, and built a web platform for private provision. They developed and provide through the web platform standard terminologies (codes), Korean-style CDA (Clinical Document Architecture) templates, standard development guides for EMR certification criteria (clinic level), and reference modules (open source) that apply and implement these.
This supports medical information companies in developing higher quality EMRs and is expected to contribute to the creation of new industries in the digital healthcare field, such as patient-centered medical information exchange and diagnostic support system development in the future.
Seoul Metropolitan Government integrated and linked illegal parking enforcement systems, which were operated differently by each of the 25 autonomous districts, to build an illegal parking integrated platform that can be jointly used by both the public and private sectors. Through this, the previously required separate membership registration and complaint processing by district for citizens have been unified, resolving inconveniences, while enabling integrated information provision related to illegal parking and improving administrative efficiency.
Additionally, Jeollanam-do, a region accounting for more than 50% of the eco-friendly certified farmland area nationwide, built an 'Eco-friendly Agricultural Products Distribution Platform' that applies blockchain technology to the entire process of production, processing, distribution, and consumption of eco-friendly agricultural products, allowing all participants including producers, sellers, and consumers to store and transparently share their respective information.
The Ministry of Science and ICT plans to additionally support demonstration projects so that the private sector can develop new services using the above innovation platforms. Song Kyung-hee, Director of Software Policy at the Ministry of Science and ICT, said, "The public sector planned and built public innovation platforms that proactively reflect the demand for innovative private SW service development to expand the private SW market," and added, "We will spare no policy support to ensure that new private service creation can be linked based on these platforms."
