[Asia Economy (Suwon) = Reporter Lee Young-gyu] The total allowable factory construction area in Gyeonggi Province for this year has been finalized at 1,455,000㎡. The individual sites account for 1,019,000㎡, and industrial zones account for 436,000㎡.
Gyeonggi Province announced on the 27th that it has finalized the total allowable factory construction area for this year and allocated it to the relevant cities and counties within the province.
By region, the southern Gyeonggi area is allocated 978,280㎡ (75%), and the northern Gyeonggi area 323,590㎡ (25%). A reserve amount of 153,130㎡ has been withheld for allocation in case adjustments are needed between cities and counties.
By city and county, Hwaseong-si is allocated 286,500㎡, Gunpo-si 146,500㎡, Bucheon-si 112,000㎡, and Pocheon-si 110,060㎡. Pyeongtaek-si has been allocated a special quota of 22,000㎡ according to the Special Act on Support for Pyeongtaek-si and others due to the relocation of the US Forces Korea base.
If the allocated amount per city or county is insufficient, the local government can apply for additional allocation from the reserve amount.
The 2021 allocation will be conducted in April after demand surveys and review by the Seoul Metropolitan Area Readjustment Committee.
The total factory quota system was introduced in 1994 based on the Seoul Metropolitan Area Readjustment Planning Act to restrict the concentration of manufacturing industries in the metropolitan area by limiting the total area allowed for new construction, expansion, or change of use of factories in Seoul, Incheon, and Gyeonggi.
The system applies to factory buildings with a total floor area of 500㎡ or more as defined by the Industrial Cluster Act.
However, construction of knowledge industry centers based on the Industrial Cluster Act, temporary structures, and relocations due to public projects are excluded from the total quota application.
The Ministry of Land, Infrastructure and Transport sets the total allowable factory construction area by city and province every three years according to the Seoul Metropolitan Area Readjustment Planning Act, and cities and provinces allocate the quota annually to cities and counties within the total limit.
