Gwangju City Election Commission Files Complaint Against Preliminary Candidate for Sending Voice-Recorded ARS


[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Gwangju Metropolitan Election Commission announced on the 22nd that it has reported preliminary candidate A and former election office manager B for the 21st National Assembly election to the Gwangju District Prosecutors' Office on charges of violating election laws by sending voice messages recorded in A’s own voice to constituents using an ARS system.


A and B are suspected of recording content constituting election campaigning disguised as New Year's greetings in the voice of candidate A in December last year and sending it to constituents using the ARS (Automatic Response System).


Article 254, Paragraph 2 of the Public Official Election Act stipulates that anyone who conducts election campaigning by information and communication or other methods not prescribed by this law before the election campaign period shall be punished by imprisonment for up to two years or a fine of up to 4 million won.


A Gwangju Election Commission official stated, “Ahead of the Lunar New Year holiday, we plan to conduct intensive crackdowns in preparation for an increase in illegal election campaigning disguised as holiday greetings and violations such as gift provision,” and added, “Please report any illegal activities immediately from anywhere nationwide by calling 1390.”


Meanwhile, the number of election law violation cases related to the April 15 National Assembly election in the Gwangju area so far includes 3 reports (donation acts, printed materials, phone calls) and 1 warning (text message).
