Received the highest grade with a score 24 points above the 2019 national average... High evaluation for activating local ombudsman and efforts to resolve group conflict complaints

Gangdong-gu, 'Best' in Grievance Handling for 3 Consecutive Years


[Asia Economy Reporter Jong-il Park] Gangdong-gu (Mayor Lee Jeong-hoon) announced that it received the highest rating in the ‘2019 Comprehensive Civil Service Evaluation - Grievance Handling Section’ with a score 24 points higher than the national average.


The comprehensive civil service evaluation is conducted annually and targets civil complaints processed from October of the previous year to September of the current year. The Ministry of the Interior and Safety evaluates general statutory civil complaints, while the Anti-Corruption and Civil Rights Commission evaluates grievance complaints.


In particular, the grievance handling evaluation led by the Anti-Corruption and Civil Rights Commission undergoes a rigorous assessment including expert document reviews and on-site inspections on seven indicators such as local governments’ efforts to resolve grievance complaints, civil complaint satisfaction, and activation of ombudsman services.


Gangdong-gu was recognized for its grievance handling capabilities by receiving the highest rating for three consecutive years in this evaluation. Especially in this year’s evaluation, it achieved a remarkable score of 81.10, which is 24.04 points higher than the national average score of 57.06 for basic local governments nationwide.


The district received excellent scores across all evaluation factors, including 100% in verifying and inspecting grievance handling practices (average 82.9%) and 80% in activating local ombudsman services (average 36.81%).


Notably, in efforts to resolve collective conflict complaints, Gangdong-gu scored 583 points, nearly double the national average of 298 points. This result reflects high recognition of the head of the institution’s proactive commitment to resolving large-scale conflict complaints through measures such as enacting ordinances related to reconstruction, forming a TF team, and establishing a consortium for collective complaints.


Through this evaluation, the district plans to identify vulnerable areas and prepare improvement measures, as well as focus on providing civil complaint information to prevent complaints caused by large-scale reconstruction and a rapid increase in incoming households.


Lee Jeong-hoon, Mayor of Gangdong-gu, stated, “We will not be satisfied with this evaluation result and will devote ourselves to improving vulnerable areas such as strengthening the dedicated grievance handling organization and revising the ombudsman ordinance to enhance overall grievance handling practices and satisfaction.”
