[Asia Economy Reporter Park Hyesook] The Incheon Metropolitan Office of Education has recommended that 27 private school foundations in the region appoint external personnel who are not school affiliates as open directors.


The Office of Education announced on the 20th that to strengthen the educational publicness of private school foundations, it recommended reflecting improvements in the qualifications and appointment procedures for open directors, as well as the election methods for teacher members of school operation committees, in the school foundation bylaws.


Accordingly, private school foundations must appoint open directors as education experts or external figures from the local community, and school or foundation affiliates cannot be appointed.


Additionally, when forming the open director recommendation committee, at least one-third of the members must be parent representatives, making the participation of external members mandatory.


Along with this, to strengthen the role of the school operation committee, teacher members are to be recommended singly by the entire faculty meeting. Currently, most private school foundations’ school operation committees are composed by having the principal appoint some of the multiple recommended teacher members.


The Office of Education has been implementing a 'Comprehensive Plan to Strengthen the Publicness of Private Institutions' since last year, and expects that the proposed bylaw improvements will enhance the democracy and transparency of private school boards and school operation committees.


An official from the Incheon Metropolitan Office of Education stated, "To increase the accountability of private schools and satisfy parents' right to know, we plan to disclose the status of private school legal burden fees starting this year," adding, "We will communicate and support private schools so that they can fulfill their inherent publicness and responsibilities."
