[Asia Economy Reporter Onyu Lim] As the redevelopment and reconstruction districts in Seoul face the March deadline for the maintenance project sunset clause, the Mia 9-2 district in Gangbuk-gu is pushing for approval of the establishment of a union.


According to the maintenance industry on the 9th, the Mia 9-2 district recently exceeded a 75% resident consent rate and plans to hold a founding general meeting for the establishment of the union in February. To this end, the promotion committee has been accepting registrations for union executives and delegate candidates since the day before.


The Mia 9-2 district is a project to demolish old houses on a 12,518㎡ site around 137-72, Mia 9-dong, and build 1,877 apartment units. This district is located between Mia Sageori Station and Mia Station on Subway Line 4, and is adjacent to elementary, middle, and high schools as well as Lotte Department Store, making it highly regarded for its excellent location among redevelopment sites in the area.


This area was designated as a maintenance district in July 2009 but failed to meet the consent rate requirements, resulting in the establishment of the union being rejected or canceled three times. After many difficulties, the union establishment was approved in June 2016, but in April 2018, the Supreme Court ruled that 144 withdrawn consent forms were invalid, canceling the approval and halting the project again. Internal conflicts among residents also led to attempts to dismiss the promotion committee chairman at the end of last year.


The recent acceleration of the project is due to the maintenance district sunset clause. The promotion committee explained that the resident consent rate sharply increased because if the existing promotion committee is disbanded, it would be impossible to establish the union before the sunset clause applies on March 2. A promotion committee official said, "As the sunset clause application approached, property owners actively participated," adding, "We plan to apply for union establishment in Seongbuk-gu as early as February."


Besides Mia 9-2, redevelopment and reconstruction districts across Seoul are also rushing projects to avoid the sunset clause. Earlier, the Jangmi Apartment in Sincheon-dong, Songpa-gu, approved an apartment-commercial complex reconstruction agreement after holding the founding general meeting of the commercial reconstruction council within the complex on the 4th. Despite over 80% resident consent among apartment residents, the reconstruction project had faced difficulties due to opposition from commercial property owners. The promotion committee plans to hold a founding general meeting and apply for union establishment approval on the 23rd of next month.
