Lee Jaemyung Administration Accelerates Budget Formulation and Organizational Restructuring

The nomination of Park Hongkeun, a four-term lawmaker from the Democratic Party of Korea, as the first Minister of Planning and Budget in the Lee Jaemyung administration, reflects the President's determination to drive both the design of major policy funding and negotiations in the National Assembly by appointing a four-term lawmaker who understands the parliamentary landscape of budgets and legislation, rather than selecting a bureaucrat from within the ministry.
On the 2nd, Lee Gyuyoun, Senior Secretary for Public Communication at the Presidential Office, introduced nominee Park as an "expert in national budget policy, who has served as Chair of the National Assembly’s Special Committee on Budget & Accounts and the Steering Committee," and said, "He is the right person to lead the government’s budget, having drawn up the blueprint for the administration as Chair of the Planning Subcommittee of the National Policy Planning Committee."
This move is seen as President Lee’s intent to accelerate the virtuous cycle of 'blueprint-budget-execution.' It comes 36 days after the withdrawal of the previous nominee, Lee Hyehoon, who was from the People Power Party.
The significance of Park’s nomination differs from that of the previous nominee, who was selected with an emphasis on 'integration.' Park belongs to the youngest group of the '86 Generation' (those who entered university in the 1980s and were born in the 1960s), and after serving as the student council president at Kyung Hee University, he became involved in grassroots civic movements.
Since the 2022 presidential election, he has supported President Lee and is considered a key member of the 'pro-Lee' faction, having worked closely as both party leader and floor leader within the Democratic Party. Given that the nomination could not be delayed any longer in order to accelerate state affairs, it is likely that the strategy was to break through the confirmation process smoothly by nominating a widely connected, four-term senior lawmaker from the ruling party.
Some interpret the selection of a heavyweight senior lawmaker as an effort to stabilize the atmosphere at the Ministry of Budget, which had become unsettled following the failed nomination of the previous candidate from the conservative party.
Once nominee Park passes the National Assembly confirmation hearing, the Ministry of Planning he will lead will serve as the control tower for budget formulation and national fiscal management. Park is currently a member of the National Assembly's Finance and Economy Committee. A ruling party official commented, "He is someone who can design budgets with political experience." The interpretation is that a minister with extensive parliamentary experience can better coordinate the interests involved in large-scale livelihood and industrial policies during the budget formulation process, thus speeding up adjustments.
In particular, as Park has already drawn up the government’s blueprint at the National Policy Planning Committee, there are expectations that he will be able to swiftly materialize President Lee’s desired 'blueprint for a government based on popular sovereignty' into concrete fiscal projects and mid-term fiscal plans.
Shortly after his nomination, Park stated in a Facebook post, "I will serve with a firm determination to be both the cogwheel and the lubricant that powerfully support the great leap forward of Korea and the success of the Lee Jaemyung administration."
He continued, "It is a great honor to be nominated as the first Minister of Planning, but I feel a heavy sense of responsibility," emphasizing, "The Ministry of Planning under the Lee Jaemyung administration is not only responsible for the efficient allocation of the budget, but also for overseeing the nation's mid- to long-term strategy, which is a critically important role."
He added, "Since the Ministry of Planning is an organization whose functions and status I personally designed at the National Policy Planning Committee, I understand its importance better than anyone," and said, "I will thoroughly explain my capabilities and vision through various opportunities."
