Joint Government Safety Inspection Team to Include Both Public and Private Sectors
Crowd Management Will Continue Until Everyone Has Safely Dispersed
Ahead of the scheduled BTS (Bangtan Sonyeondan) event at Gwanghwamun, Seoul, the government has announced that it will make every effort to ensure safety management.

A large crowd is expected to gather for the BTS comeback event to be held around Gwanghwamun on March 21. In response, the Ministry of the Interior and Safety stated on March 2, "We will prioritize public safety and focus all efforts on ensuring crowd safety at the event venue."
As the lead agency for crowd-related disaster management, the Ministry of the Interior and Safety has been working with local governments, police, fire departments, and other relevant agencies to implement safety management measures to prevent crowd accidents at mass gathering events.
The main contents of the crowd safety management plan for this event are as follows.
First, on March 11, Minister Yun Ho-jung of the Ministry of the Interior and Safety will preside over a "BTS Comeback Event Crowd Safety Management Inter-Agency Countermeasure Meeting." The meeting will be attended by the Ministry of the Interior and Safety, the Ministry of Culture, Sports and Tourism, the Ministry of Health and Welfare, the Ministry of Land, Infrastructure and Transport, the Seoul Metropolitan Government (Jung-gu and Jongno-gu), Seoul Metropolitan Police Agency, Seoul Metropolitan Fire and Disaster Headquarters, and Seoul Metro.
During the countermeasure meeting, each agency's plans to prevent crowd-related accidents will be reviewed, and systematic preparations will be emphasized to ensure that the measures established by each agency can be effectively implemented on site.
From March 19 to 20, the Ministry of the Interior and Safety will organize a "Joint Government Safety Inspection Team" composed of both public and private sector participants. This inspection team will examine not only risk factors related to crowd management, but also the overall safety management at the event site, including emergency response, transportation, and facility management.
On the morning of the event, Minister Yun will personally visit the event site to conduct a final inspection of areas with high risk of crowd accidents, such as bottlenecks, ramps, stairs and railings, and subway stations.
Before and after the event, the Ministry of the Interior and Safety plans to dispatch on-site situation managers to work alongside relevant agencies to manage the situation until all crowds at the venue have dispersed safely.
Minister Yun stated, "We will mobilize all administrative resources and work closely with relevant agencies during the remaining period to ensure on-site safety so that all attendees can enjoy the event with peace of mind."
