Thawing Season Checks on Vulnerable Facilities Including Excavation Faces and Embankment Slopes
Gyeonggi Province will conduct a proactive joint safety inspection of local river maintenance construction sites under its jurisdiction from March 3 to March 24, as the thawing season approaches.

The soil at river construction sites, being adjacent to water, retains moisture and is subject to frequent cycles of freezing and thawing. These conditions can cause rapid contraction and expansion, making soft ground extremely vulnerable to subsidence, and therefore special safety management during the thawing season is essential.
The thawing season safety inspection will target 26 local river construction sites currently underway in 15 cities and counties within the province (Namyangju, Goyang, Yangju, Paju, Pocheon, Gimpo, Gapyeong, Yangpyeong, Suwon, Yongin, Anyang, Anseong, Uiwang, Uijeongbu, Dongducheon). On-site personnel, including construction supervisors, construction project management engineers, and technical support engineers, will form joint inspection teams to carry out the inspections.
The main items to be checked include: ▲ the risk of collapse of excavation faces and embankment slopes; ▲ evidence of settlement in temporary structures such as scaffolding and shoring; and ▲ the risk of construction equipment toppling. During the on-site inspections, the authorities also plan to provide safety management training, including how to conduct safety checks and procedures to follow in the event of an accident.
The province will address minor issues immediately on site, and for facilities requiring repairs or reinforcement, emergency safety measures such as installing warning signs will be implemented first, followed by prompt improvements.
Park Hyunjin, Head of the River Division at Gyeonggi Province, emphasized, "River construction sites during the thawing season are at a very high risk of major accidents, such as slope collapses due to ground weakening. In particular, if there are signs of collapse or toppling, we will implement proactive site controls even before formal inspections take place, in order to prevent even a single casualty and ensure maximum safety management."
