Gyeonggi Province Carbon Neutrality Promotion Group to Begin Field Activities in April
Support Ranges from Policy Deliberation to On-Site Assistance for Vulnerable Groups
Gyeonggi Province and the Gyeonggi Environmental Energy Promotion Agency announced the official launch of the second term of the 'Gyeonggi Province Carbon Neutrality Citizen Promotion Group' by conducting capacity-building training by region. The training sessions were held at Shinhan University in Uijeongbu on February 25 and at the Gyeonggi Provincial Library in Suwon on February 27.

The second term of the Carbon Neutrality Citizen Promotion Group consists of 330 members and aims to spread a culture of climate action within the province. Of these, 30 members from the northern region and 70 from the southern region participated in this capacity-building training.
This training, designed as a customized program reflecting local characteristics, went beyond simply delivering theory. It was structured as a practical, work-focused course to enable the citizen promotion group to effectively communicate climate policies and encourage implementation in the field.
In the northern region, Kwangseok Choi, Head of the Carbon Neutrality Support Center in Pocheon City, gave a lecture on "Carbon Neutrality Policies and Action Tasks for Climate-Resilient Development." In the southern region, Eunha Kang, Head of the Carbon Neutrality Support Center in Suwon City, delivered a lecture on "The Role of Citizens as the Driving Force Behind Local Carbon Neutrality Policies and Implementation."
The lectures emphasized the direction for carbon-neutral practices based on the local community, the importance of citizen participation, and the need to expand the group's awareness of its role.
Participants also received practical training on installing and using the 'Climate Action Opportunity Income App,' a core policy of Gyeonggi Province, as well as the intent of the 'Gyeonggi Climate Insurance' system-being implemented for the first time in the country-and the process for applying for insurance claims. The training focused on equipping participants with concrete guidance skills to assist citizens in the field, going beyond understanding the background of the policies.
In addition, the role and vision of the citizen promotion group as a "governance entity" were shared, including participation in the formulation and monitoring of the Fourth Gyeonggi Province Climate Crisis Adaptation Measures. This approach aims to establish the group not just as environmental education personnel but as partners in policy cooperation.
The citizen promotion group will finalize detailed activity plans in March and begin full-scale field activities starting in April.
In particular, they plan to directly visit facilities used by vulnerable groups, such as public health centers and senior centers, to conduct carbon neutrality education and support applications for climate insurance, engaging in hands-on, community-based activities. The strategy is to increase public engagement by adopting an integrated approach that connects climate policy not only to the environment but also to health and welfare.
Jaesung Shim, Director of the Gyeonggi Environmental Energy Promotion Agency, stated, "Carbon neutrality does not start with grand declarations but with small actions in everyday life. I hope the citizen promotion group will act as a catalyst, expanding citizen participation as on-site guides bridging health, welfare, and the environment."
Gyeonggi Province plans to issue certificates of completion stating the activity period to those who finish the training and will continue to provide administrative support to ensure that activities at the city and county level proceed smoothly.
