Kickstarting Administrative Innovation
Public Officials to Directly Develop Automation Tools
The city of Daejeon has officially launched “AI Agent Development Training” for public officials at the city hall’s computer training center, beginning on February 25 and running through March 27, 2026, in an effort to accelerate the “AI transformation of administration” led by civil servants.
This training goes beyond simple use of artificial intelligence; it is designed so that public officials can directly develop AI programs tailored to their work needs, maximizing administrative efficiency.
Through this program, Daejeon aims to move away from the conventional approach of relying on external contractors and instead speed up the transition to AI-driven administration led by its own staff.
The training includes 20 employees of grade 6 or below from the city’s main office. During the application process, 64 candidates applied-more than three times the available spots-resulting in a highly competitive 3.2:1 ratio. This demonstrates strong internal demand and high expectations among staff for acquiring new digital skills.
The course consists of a total of 30 hours and is designed to be practical and accessible even for non-technical participants without coding experience. Trainees will utilize the latest generative AI models such as Google’s Gemini and cutting-edge development tools like Cursor AI.
In particular, the training will feature a “Vibe Coding” technique, which enables participants to develop software by collaborating with AI to write code, even without knowledge of complex programming syntax, thereby enhancing their software development capabilities.
The main curriculum covers: ▲ practical use of generative AI and LLM (large language model) technology ▲ hands-on training with the no-code work automation tool “MAKE” ▲ and the development of AI agents using Python.
The city expects this training to automate repetitive administrative work, boost processing speed, and generate budget savings. Daejeon plans to analyze the program’s outcomes, disseminate outstanding development cases, and actively support the application of AI programs created by staff in actual administrative settings. Top-performing trainees will also receive incentives.
Jun Hyojin, Director of Daejeon’s Semiconductor and Bio Industry Division, emphasized, “Daejeon’s competitiveness as a world-class economic city begins with smart and efficient administration. We will intensify efforts to strengthen digital capabilities so that public officials can proactively use AI technologies to provide innovative administrative services for our citizens.”
