Hwasun County, South Jeolla Province, announced on February 28, 2026, that it will offer an entrance preparation fund of 200,000 won per student in the form of Hwasun Love Gift Certificates to ease the educational expenses of households with new elementary, middle, and high school students for the 2026 academic year and to realize universal educational welfare.
The support is available to first-year students entering elementary, middle, or high school who are registered residents of Hwasun County as of the application date during the project period. First-year students who have transferred from other cities or counties are also eligible. However, duplicate support is restricted if the student has already received assistance with admission-related expenses under other laws or ordinances.
The project will run from March to November 2026, with a designated intensive application period from March 3 to March 13 to ensure prompt distribution. Even after this period, applications may be submitted at any time during the project period if eligibility criteria, such as transfer, are met.
Applications can be submitted by a guardian. For students entering schools within the county, the application should be submitted to the respective school. Students entering schools outside the county should apply in person at the administrative welfare center in their residential town or township.
The county will verify eligibility and plans to distribute the funds for applications received during the March intensive period by the end of March. For applications submitted after this period, payment will be made in the month following the application. After being notified, guardians can collect the entrance preparation fund at the general affairs team of the administrative welfare center in their residential town or township by presenting their ID.
Jo Mihwa, Head of Population and Youth Policy Division, stated, "Through this initiative, we aim to reduce the initial educational expenses for newly admitted students and strengthen equity in education by providing equal opportunities to all students." She added, "By issuing the support as local currency, we also expect to stimulate local consumption and revitalize the local economy."
