The Seoul Metropolitan Government announced on March 2 that it will hold the "2026 Seoul Compensation Academy - Basic Course" on March 10, with the goal of strengthening transparency in compensation systems for public projects such as land compensation.
This training is aimed at approximately 150 practitioners from the Seoul Metropolitan Government, district offices, public enterprises, and associations who are directly involved in compensation work in the field. Based on the results of last year's pilot operation, the "2026 Seoul Compensation Academy" has been completely revamped, transitioning to a continuous and systematic model and redesigning the curriculum to provide tailored, role-based, and job-specific training. The upcoming basic course marks the first official program under the expanded and reorganized "Seoul-Style Compensation Education System."
The training is co-hosted by Seoul Housing & Communities Corporation (SH), organized by the Korea Association of Property Appraisers, and supported by the Korea Real Estate Board.
The basic course program moves beyond theory, focusing on building practical problem-solving capabilities using real-world dispute cases and legal precedents. Key topics include: ▲Administrative practices in compensation ▲Understanding the Land Compensation Act and basic investigations ▲Practical aspects and case studies of negotiated compensation ▲Practical aspects and case studies of expropriation adjudication.
The administrative practices course covers the overall compensation work of the Seoul Metropolitan Government. The Land Compensation Act and basic investigation course teaches acquisition and loss compensation procedures, the consignment system, and basic investigation work from the perspective of project implementers. The negotiated compensation course addresses pre- and post-project approval compensation procedures, compensation amount calculation, and the negotiation process. The expropriation adjudication course covers the updated work manual for this year and the entire expropriation adjudication process from the adjudicator's perspective.
Daehee Ahn, Director General of Urban Space Headquarters at the Seoul Metropolitan Government, stated, "The Seoul-Style Compensation Education System is more than just a tool for enhancing job competency; it serves as a cornerstone for building a compensation administration that earns citizens' trust." He added, "Through compensation work that is both professional and transparent, we will promote fair administration that can be felt in the field."
