Reorganized into Four Core Strategies
Building an Integrated Response System Covering the Entire Life Cycle
Pocheon City in Gyeonggi Province held the "1st Pocheon City Population Policy Committee" on February 25 in the city hall's policy meeting room, where it conducted a review and consultation regarding the "2026 Population Policy Implementation Plan."
This committee meeting focused on discussing the first implementation plan to translate the policy directions of the "Pocheon City Population Policy Master Plan," established in 2025, into concrete actions. The city plans to carefully review and supplement the advisory opinions presented by committee members, and after coordinating with relevant departments, will finalize the 2026 Population Policy Implementation Plan.
The new implementation plan features a reorganization of the previous six major strategies into four core strategies centered on the life cycle and policy objectives. To enhance the focus and systematic nature of the policy, the city restructured its initiatives into: △ Creating a birth- and child-rearing-friendly environment △ Establishing a desirable residential environment △ Building a stable foundation for senior life △ Preparing a framework to respond to demographic changes. Based on these, the city intends to establish an integrated population policy system encompassing the entire life cycle from birth to old age.
In particular, the meeting highlighted the need for systematic management and evaluation to ensure that individual projects yield tangible results in the field. Accordingly, the city plans to precisely design a performance management and feedback system and to redefine monitoring indicators that enable objective assessment of project progress. In addition, the population policy impact assessment system will also be adjusted and supplemented to suit the circumstances of Pocheon City, thereby enhancing policy effectiveness.
Currently, even amid the nationwide trend of population decline, analysis of natural decrease figures and birth trends indicates that Pocheon City has maintained a relatively stable population flow without further population outflow. Based on these findings, the city plans to faithfully reflect the committee’s suggestions in the implementation plan.
A Pocheon City official stated, "This implementation plan goes beyond mere indicator management and focuses on delivering practical policies that citizens can experience in their daily lives," adding, "We will continue to create a sustainable population structure through tailored strategies that reflect regional characteristics."
