Hoengseong County and NH Nonghyup Bank Sign MOU on Financial Support for Foreign Seasonal Workers

On February 26, Hoengseong County in Gangwon Province signed a Memorandum of Understanding (MOU) with the Hoengseong County Branch of NH Nonghyup Bank in the county governor's office to provide financial and banking support for foreign seasonal workers.

This agreement was prepared to make support for the use of financial services in the operation of the foreign seasonal worker program more systematic and regular. Until now, the two institutions have closely cooperated on matters such as opening bank accounts for seasonal workers, but they decided to sign an official business agreement in order to clarify the institutional foundation and establish a sustainable cooperation system.


The main points of the agreement are: support for opening bank accounts in the seasonal workers' own names; provision of financial incentives; and support for promotion and guidance on the principle of using accounts in the workers' own names.


Through this, the two institutions agreed to work together to improve seasonal workers' access to financial services and to establish a transparent wage payment system. In particular, they plan to focus on preventing a recurrence of problems such as delayed or unpaid wages for seasonal workers, which have recently emerged as a social issue, while jointly working to protect the human rights of seasonal workers and to prevent unexpected damage to employers.


In particular, they plan to begin full-scale financial support from the initial arrival of foreign seasonal workers in early March.


The county will strengthen administrative support, while NH Nonghyup Bank will support simplified account-opening procedures and tailored consultations, thereby establishing a field-oriented cooperation system.


Jeong Soon-gil, head of the Agricultural Policy Division, stated, "It is important for the administration and financial institutions to work closely together so that foreign seasonal workers can work stably and adapt well to the local community," adding, "This agreement will serve as a foundation to strengthen mutual support, help resolve labor shortages in local agriculture, and contribute to shared development in the region."


Hoengseong County and the Hoengseong County Branch of NH Nonghyup Bank plan to continue expanding support measures to protect the rights and interests of foreign seasonal workers and to enhance their financial convenience.
