On the 26th, Min Kyungsun, Democratic Party of Korea preliminary candidate for Goyang mayor, expressed a strong commitment to action regarding the relocation of the Gwacheon Racecourse, criticizing the competition among some cities, counties, and candidates in Gyeonggi Province to attract it. He said, "Until now, the administration has made many announcements and plans, but has delivered few results that citizens can actually feel," adding, "Now we must put an end to showmanship in administration and prove ourselves through outcomes that citizens can truly experience."

Regarding Goyang City's expression of intent to attract the racecourse, candidate Min pointed out, "The direction is right, but there is no visible design for concrete fiscal effects and citizen benefits."

He went on to stress, "A city does not change just because you relocate a single institution; it must be designed so that real benefits return to the citizens."

Min presented a "citizen-return development model" that encompasses securing annual tax revenues on the scale of several tens of billions of won, reinvesting in welfare, creating jobs, and establishing an eco-friendly civic park. He stated, "We will build a virtuous cycle in which the profits from the racecourse lead to improvements in citizens' quality of life."

He also outlined a plan to build the largest horse industry and tourism cluster in the Seoul metropolitan area by linking the Korea Racing Authority’s Wondang Stud Farm with existing cultural infrastructure and KINTEX. In addition, he emphasized that in the course of promoting the project, he would derive social consensus through sufficient processes for collecting opinions, such as public hearings with citizens.

Reiterating his campaign slogan, Min said, "I will not be a mayor who merely announces what Goyang needs, but a mayor who delivers results," adding, "I will be a mayor who works like Lee Jaemyung and a mayor who changes citizens' lives."
