Guri City Holds Joint Strategy Meeting with 20 Departments
Guri City in Gyeonggi Province announced on the 26th that it held a joint strategy meeting of related departments on the 25th, presided over by the Deputy Mayor, to ensure the successful implementation of the “Guri Topyeong 2 Public Housing District.”

This meeting went beyond a formal review of laws and regulations and was conducted in a brainstorming format to prepare practical response measures for key issues such as securing infrastructure and strengthening self-sufficiency functions. Around 50 participants, including heads of 20 departments, team leaders, and working-level staff, engaged in about 100 minutes of free discussion and proposed a variety of policy ideas.
The Guri Topyeong 2 Public Housing District was selected as a new housing site candidate on November 15, 2023, as a follow-up measure to the government’s “Housing Supply Revitalization Plan,” and the district designation was completed on December 31, 2025. It is currently in the district planning stage, and the city has set the realization of a “Smart Green City” as its core direction by creating a residential complex specialized in Han River views, introducing cultural and sports complex facilities, restoring the ecological stream of the Saetgang (Topyeongcheon), creating the Jangja Clean Lake, and securing land for urban support facilities.
At the meeting, various proposals were discussed to enhance the city’s self-sufficiency and future competitiveness, including measures to expand infrastructure, build smart and eco-friendly systems, improve the transportation network, and develop strategies to attract industries and companies.
Deputy Mayor Eom Jinseop stressed, “The Guri Topyeong 2 Public Housing District development project is a critical task directly linked to the future competitiveness of our city,” adding, “If the local government does not proactively present its views from a long-term urban management perspective, it could lead to future infrastructure shortages or increased fiscal burdens, which is why practical discussions like today’s are extremely important.” He went on to say, “We will continue to hold strategy meetings going forward to establish systematic response measures.”
Based on the outcomes of this discussion, the city plans to actively consult with related institutions such as LH, the project implementer. In particular, since an application for district plan approval and the establishment of a comprehensive transportation improvement plan are required within one year after district designation, the city regards this year as a critical period that will determine the success or failure of the project and intends to concentrate all administrative capabilities on it.
