Yangyang-gun in Gangwon Province will fully implement an odd-even parking restriction on Nammun-ro starting at 9:00 a.m. on March 2, in order to ensure smooth traffic flow and create a safe pedestrian environment, and will begin cracking down on illegal parking and stopping.

The odd-even parking restriction is a system introduced to alleviate chronic congestion caused by parking on both sides of the road, by allowing parking and stopping only on one side of the road depending on the date.


This measure will first be introduced on Nammun 6-gil (from Gunmin Pharmacy to Saekyeonpil), where illegal parking and stopping have been frequent due to the concentration of commercial facilities and clinics and hospitals, and where city buses have had significant difficulty passing each other.


The sections where parking and stopping are permitted will be operated as follows depending on the date, and the opposite lane will be immediately subject to enforcement.


On odd-numbered days, parking and stopping will be allowed on the side toward Gunmin Pharmacy, and on even-numbered days, on the side toward Sangmyeong Internal Medicine Clinic. The enforcement hours will be from 9:00 a.m. to 7:00 p.m. every day.


If a vehicle subject to the odd-even restriction is found to be in violation, a fine of 40,000 won will be imposed. However, if payment is made in advance within the specified period after receiving the fine notice, the amount will be reduced by 20 percent, and only 32,000 won will need to be paid.


If residents believe the enforcement is unjust or have unavoidable reasons, they can seek relief by submitting their opinions. They must submit the relevant supporting documents within the opinion submission period specified in the fine notice.


Prior to full implementation, the county government carried out an administrative notice and operated a one-month guidance period to improve residents' understanding. At the same time, it completed preparations by finishing road maintenance, road markings, and the installation of guide signs and other facility improvements.


The county expects the introduction of the odd-even system to help alleviate chronic traffic congestion, prevent pedestrian accidents, and improve access to commercial areas by increasing parking turnover. In particular, smoother passage of city buses is anticipated to significantly reduce inconvenience for public transportation users.


A county official stated, "The odd-even parking restriction is the beginning of an advanced traffic culture built through coexistence between residents and merchants," adding, "There may be some inconvenience at first, but we ask for the active cooperation of all residents to create a pleasant road environment."


Meanwhile, after analyzing the performance of the system on Nammun 6-gil, the county plans to gradually expand the odd-even restriction to the areas of Nammun 9-gil (from the CU convenience store to Songi Bossam) and Nammun 10-gil (from the KT Yangyang Branch to the Yangyang Credit Union), with the aim of fundamentally improving the traffic system in downtown Yangyang-eup.
