Duplicate Applications by Both Spouses Account for 30% of Total

Analysis shows that last year, 6 out of 10 winners of LH public housing sale lotteries were young people between the ages of 19 and under 39.
On the 26th, Korea Land & Housing Corporation (LH) released “2025 LH Public Housing Subscription in Numbers,” an analysis of last year’s LH public housing subscription data.
According to the data, among the 17,828 first-time winners of LH public housing sales last year, 10,605 were young people (aged 19 to 39), accounting for 59% of all winners. Since 20% of the units in the general supply of public housing sales are allocated by lottery, it is analyzed that young people with relatively low subscription savings balances or shorter periods without home ownership were also able to secure winning opportunities.
Last year, LH supplied a total of 23,000 public housing sale units across 39 complexes nationwide. Of these, 18,000 units were supplied in the Seoul metropolitan area and 5,000 units in non-metropolitan regions, and some complexes in the metropolitan area drew strong interest, recording three-digit competition ratios. By project site, the Gwacheon Juam C1 84㎡ type recorded a competition ratio of 154:1, the Goyang Changneung S-5 84㎡ type recorded 104:1, and the Hanam Gyosan A2 59㎡ type recorded 87:1.
An analysis of newlywed households participating in public housing sale subscriptions showed that they engaged in strategic, end-user-oriented subscription behavior to increase their chances of winning. Of the total 389,680 LH public housing sale subscription applications last year, 117,599 applications, or about 30%, were duplicate applications by both spouses. There were also 32 cases in which households used the “birth special provision,” which allows those who had previously won a special supply to apply again after the birth of a newborn.
The number of households with newborns that succeeded in purchasing their own home through LH general public housing sale subscriptions was tallied at 1,909.
An LH official said, “Since public housing sales serve both as an opportunity for young people and newlyweds without homes to purchase their own house and as a housing ladder, we will do our utmost to supply public housing in a timely and stable manner.”
