On February 20, Song Yuin, former chairman of the Gimhae City Council in South Gyeongsang Province, who had announced in November last year that he would run for Gimhae mayor as a member of the Democratic Party of Korea, registered as a preliminary candidate for Gimhae mayor in the 9th nationwide local elections.
Preliminary candidate Song said, "The citizens are the owners of the Gimhae city administration, and municipal administration must be proven through execution, not words," adding, "I will make sure that it is used properly as a truly competent tool to realize an administration that belongs to the citizens."
He also expressed his aspirations by saying, "I will set the implementation of the Gimhae pledges of the Lee Jaemyung administration as the top priority of the city administration, and together with National Assembly members Min Hongcheol and Kim Jeongho, I will use the strong driving force of the ruling party to ensure that these are turned into concrete achievements within my term of office."

He said, "I will create a city administration that takes responsibility for citizens' lives from the cradle to the grave," and announced plans to prepare policies tailored by generation and by living area, as well as to present customized pledges for all 19 towns, townships, and neighborhoods (eup, myeon, and dong).
He added, "I will review all fixed costs that put pressure on our city's available financial resources, including chronic deficit subsidies for the light rail transit, and eliminate the excuse that projects are delayed and citizens' inconvenience is prolonged because of a lack of budget."
He went on to say, "The first duty of the mayor is to create a city where citizens leave home and return safely, and where children and seniors can live with peace of mind," adding, "I will be a mayor who takes responsibility for the safety and lives of the citizens."
He further stated, "I strongly support the administrative integration of Busan, Ulsan, and South Gyeongsang Province," and added, "I will focus all administrative capacity so that Gimhae stands at the center of administrative integration, attracting the administrative integration body, securing the accompanying support budget, and leading to the attraction of public institutions and large corporate investments."
He also said, "In line with the partial amendment to the Act on the Establishment of Various Levels of Courts, which was sponsored by National Assembly member Min Hongcheol as the lead proposer and passed the National Assembly on February 12, we must push ahead without a hitch with the opening of the Gimhae branch of the Changwon District Court and the Family Court by March 2032," adding, "To this end, we will mobilize every possible means, including site selection, securing related budgets, forming a dedicated task force, and creating a new fund for attracting public institutions, and will devote all our efforts to securing financial resources and implementation."
