Hapcheon County Implements Comprehensive Plan for a Safe and Comfortable Lunar New Year Homecoming

Focused Management Across Seven Key Areas, Including Traffic, Disaster Response, Prices, and Medical Services

Hapcheon County in South Gyeongsang Province has established and is implementing a comprehensive plan for the Lunar New Year holiday so that residents and visitors returning to their hometowns can spend a safe and comfortable holiday.


First, the county will focus on seven key areas, including a comprehensive traffic plan, and will operate a comprehensive situation room with 11 teams from Saturday, February 14 to Wednesday, February 18, the Lunar New Year holiday period, to maintain an emergency response posture and resolve inconveniences for residents.


The seven key areas of the comprehensive plan are: a comprehensive traffic plan; measures to prevent various disasters and accidents; measures to stabilize prices; resolving inconveniences in residents' daily lives; establishing an emergency medical system; visits to social welfare facilities and support for residents in need; and strengthening public service discipline. The county plans to draw up detailed implementation plans for each area in order to minimize inconveniences for residents and returning visitors and to ensure thorough prevention of safety accidents.

The main measures by area are as follows. In the traffic sector, to ensure a safe and comfortable journey to and from hometowns, the county will conduct prior safety inspections of public transportation and add a total of 38 extra bus services by increasing the number of buses from Hapcheon to Seoul by 20 and from Seoul to Hapcheon by 18. In addition, it plans to strengthen traffic safety management, including preparations for adverse weather conditions, by operating a traffic situation room.


To prevent disasters and accidents, the county will operate an integrated disaster situation room and plans to carry out a thorough pre-holiday inspection of gas and electrical facilities. In particular, during the Lunar New Year holiday, it will operate a livestock quarantine situation room to prevent livestock infectious diseases such as highly pathogenic avian influenza (AI), African swine fever (ASF), and foot-and-mouth disease, strengthening disinfection, monitoring, and public awareness. It will also operate a wildfire prevention headquarters to reinforce wildfire prevention readiness during the holiday period.


To implement price stabilization measures, the county will operate a comprehensive price stabilization situation room and organize and operate a price stabilization task force. This team will oversee overall price measures, manage personal service fees, crack down on illegal distribution of agricultural, livestock, and marine products, and enforce country-of-origin labeling, thereby strengthening enforcement activities. In addition, by promoting reasonably priced businesses, the county will also work to revitalize the local economy.


To resolve inconveniences in residents' daily lives, the county will operate a reporting center for gas supply inconveniences and, through a rotation system among LPG retailers, will ensure there are no disruptions in gas supply during the holiday. It will also conduct a comprehensive inspection of streetlights and security lights before the holiday to prepare for a safe holiday period. In preparation for a surge in tap water usage, the county will operate a comprehensive water supply countermeasure situation room to be ready for any water supply interruptions. To ensure a clean holiday, it will establish a waste management plan so that residents experience no inconvenience. In addition, extra personnel will be deployed at public charnel houses during the holiday so that visitors paying their respects can do so in comfort, and efforts will be made to improve the surrounding environment.


To establish an emergency medical system, the county will operate an emergency medical countermeasure situation room during the holiday, check the operating status of one emergency medical institution, 28 clinics and hospitals that will remain open, and 16 pharmacies, and respond to emergencies such as disasters and mass-casualty incidents. Hapcheon County Public Health Center will provide emergency medical services for three days from Monday, February 16 to Wednesday, February 18.


In addition, to foster a spirit of sharing during the holiday, Hapcheon County will visit 13 social welfare facilities as well as disadvantaged groups and national merit recipients to deliver warm-hearted support.


Lastly, to prevent any relaxation of public service discipline taking advantage of the festive Lunar New Year atmosphere, the county plans to carry out an integrity campaign and conduct special inspections on public service discipline.


Hapcheon County Governor Kim Yooncheol said, "To make Hapcheon a place where both residents and visitors can stay with peace of mind during the Lunar New Year holiday, we will do our utmost to provide meticulous administrative support and field-centered responses throughout the entire holiday period."
