Full Implementation of Electronic Contracts

On January 14, Gwangyang City in South Jeolla Province announced that it is ushering in the era of a "City Hall in Your Hands" by digitizing the entire contract process, which has traditionally relied on paper documents, for both citizens and businesses.


The city began by implementing a contract document simplification system in January this year, followed by the prioritized introduction of an electronic contract system at the main office in March. Starting in July, the system will be expanded to local towns, townships, and neighborhoods.

As a result, not only contract signing but also processes such as commencement, completion, and payment-which previously required in-person visits to City Hall-will now be handled entirely online.


This marks a full-scale transition from the previous method, which required people to visit City Hall in person for contracts, to a model where City Hall is accessible online.


Previously, to execute a contract, more than ten types of documents-including confirmation letters and integrity pledges-had to be printed and submitted in person. This process required significant time and manpower from both businesses and administrative agencies for managing paper documents.


Going forward, the entire contract process can be handled remotely using online platforms such as Document24, the National Marketplace, and the Electronic Payment Claim System.

With just a few clicks from home or the office, everything from contract signing to payment can be completed.


The core of this new system is the introduction of the "Integrated Contract Performance Pledge."


This allows ten types of documents-such as confirmation letters, integrity pledges, and memoranda for private contracts, which previously had to be submitted individually-to be consolidated into a single document and submitted all at once.


Additionally, for documents that can be verified electronically, such as the Certificate of Small Business and the Certificate of Direct Production, the city will conduct direct database checks, with a focus on reducing the number of documents that need to be submitted.


Gwangyang City is introducing the electronic contract system in phases to minimize confusion during the transition.


January: Operation of the contract document simplification system; March: Pilot operation of the electronic contract system; July: Full implementation is planned.


In particular, to accommodate small businesses that may not be familiar with computers, the city will continue to operate the existing offline contract process in parallel. It will also strengthen support by providing user manuals, informational materials, and initial on-site assistance.


With the implementation of this system, businesses will be able to reduce the time and costs associated with preparing documents and visiting City Hall, while the administration will move away from managing paper documents and realize a more efficient and smart contract administration.


A Gwangyang City official stated, "The introduction of electronic contracts not only improves administrative efficiency internally, but also brings about changes that citizens and businesses can immediately experience. Through this transition, we aim to fundamentally improve the way contract administration is conducted and to establish a digital contract administration system that is easy and convenient for everyone to use."
