Eligible applicants are unemployed youth aged between 18 and 49 as of the application date, who have been registered residents of Samcheok City for at least six months. However, those participating in government employment programs such as public work, as well as individuals whose employment insurance subscription period is three months or less, or who are short-term workers employed for 26 hours or less per week, are also eligible for support.

The program will support a total of 150 individuals, providing reimbursement for actual exam fees for certifications and language tests taken between December 1, 2025, and November 30, 2026, up to a maximum of 100,000 won per person. Eligible exams include language tests such as TOEIC, TOEFL, and OPIc, as well as national technical certifications, national professional certifications, and nationally accredited private qualification exams.

Applications can be submitted in person at the Economic Affairs Division of Samcheok City Hall or online via Government24 from January 2 to November 30, 2026. The program may close early if the budget is exhausted.

A city official stated, "We hope this project will provide practical support and reduce the financial burden for unemployed youth preparing for employment," adding, "We will continue to expand various support policies to promote youth self-reliance and job connections in the future."
