City: "Swift Project Implementation... No Giving Up"
The construction project for the 'Dongtan Tram' in Hwaseong City, Gyeonggi Province, which was set to proceed through a private contract after two failed attempts to select a contractor, has returned to square one as the sole bidder, the DL E&C consortium, decided to withdraw from the project. On December 31, Hwaseong City announced that, following the DL E&C consortium’s decision to withdraw, it has ended the private contract process. The city plans to swiftly resume the project after reviewing the bidding method through an emergency countermeasure meeting, expert advisory meetings for each field, and working-level meetings.
To this end, the city held an emergency countermeasure meeting the previous day, presided over by Mayor Jeong Myeonggeun. The meeting was attended by an expert advisory panel; city council members Kim Sanggyun, Lee Eunjin, and Jeon Seonggyun; provincial council member Kim Taehyung; Kim Younghoon, Senior Secretary from National Assemblyman Jeon Yonggi’s office; and Yoon Donggi, Senior Secretary from National Assemblyman Lee Joonseok’s office. They reviewed the overall project implementation process and began preparations to resume the contract and tender procedures.
During the meeting, participants comprehensively reviewed several issues: securing an alternative construction company through a prompt re-announcement; devising incentives for participation by reassessing the project's feasibility and construction conditions; and securing project funding and streamlining administrative procedures through close cooperation with related agencies such as Gyeonggi Province and the Ministry of Land, Infrastructure and Transport.
Based on these discussions, the city plans to focus its administrative capacity on resuming and expediting the project, aiming to issue a new tender in January next year.
Mayor Jeong stated, "The Dongtan Tram is a core driving force that connects the future of Hwaseong City and a firm promise made to our citizens," adding, "We will mobilize all administrative resources to ensure the Dongtan Tram is completed on schedule."
The city also plans to transparently release detailed follow-up measures, the future project timeline, and the bidding method to citizens as soon as possible, while preparing the optimal plan for project implementation.
