Moon Jeomhwan, Son Dooyoung, Jung Seokhee, and Choi Kyunghwa Promoted to Deputy Director General (Level 3)
Gwangju City has carried out a round of promotions involving a total of 169 individuals.
According to Gwangju City on December 30, this round of promotions includes 4 at level 3, 15 at level 4, and 30 at level 5. The promotions were based on performance-driven work evaluations, focusing on public officials who have contributed to advancing key municipal agendas and enhancing organizational trust. Those promoted include staff who led the on-site opening of the Urban Railway Line 2 road, officials who contributed to the selection of local universities as Glocal Universities, and those who played a role in winning the Presidential Award for Youth Policy.

The four officials promoted to level 3 are Moon Jeomhwan, Head of Construction Department at the Urban Railway Construction Headquarters; Jung Seokhee, Manager of the May 18 Democratic Movement Division; Son Dooyoung, General Manager of Future Industry; and Choi Kyunghwa, Manager of University Talent Policy Division. All four will be promoted to Deputy Director General.
Moon Jeomhwan oversaw the progress management and road opening for Urban Railway Line 2, helping to alleviate citizen inconvenience. Choi Kyunghwa led the selection of local universities as Glocal Universities and spearheaded talent development policies. Jung Seokhee was involved in including the May 18 spirit in the preamble of the Constitution and in promoting the enactment of the Basic Act on Memorial Projects. Son Dooyoung has been responsible for policies aimed at strengthening the competitiveness of future industries.
In addition, 15 individuals who contributed to the city's development in future industries such as artificial intelligence (AI) and semiconductors, as well as in welfare, culture, transportation, and education, have been included in the list of those promoted to level 4.
