Chuncheon City in Gangwon Province (Mayor Yuk Donghan) will expand the Integrated Culture Voucher (Munhwa Nuri Card) program in 2026 to broaden cultural access for underprivileged groups.
Starting in 2026, the annual subsidy for the Munhwa Nuri Card will increase from 140,000 won to 150,000 won. In addition, youth (ages 13 to 18) and those in the life transition period (ages 60 to 64) will receive an extra 10,000 won, making the maximum support per person up to 160,000 won.
The program is available to basic livelihood security recipients and those in the next-lowest income bracket who are six years of age or older (born on or before December 31, 2020). The issued cards can be used at registered merchants nationwide in the fields of culture, arts, tourism, and sports. Furthermore, those who have used their Munhwa Nuri Card for purchases of 30,000 won or more by 2025 and continue to meet eligibility requirements in 2026 will have the subsidy automatically recharged to their existing card without a separate application. Notification messages will be sent to eligible recipients sequentially.
The application period runs from February 2 to November 30 next year. Applications can be submitted at any Eup, Myeon, or Dong administrative welfare center, regardless of address. Applications are also accepted through the Munhwa Nuri Card website, mobile app, or by phone.
A Chuncheon City official said, "We expect that expanding the Munhwa Nuri Card will guarantee opportunities to enjoy culture and help reduce cultural gaps between social groups," adding, "We hope that eligible citizens will actively use this program."
