Leading Structural Organizational Change
Accelerating Tangible Change for Residents
On December 19, Gangwon Provincial Government held an inauguration ceremony for the 4th Government Innovation Task Force (hereinafter referred to as the "Task Force") at KT&G Sangsangmadang in Chuncheon, officially launching its activities.
At the ceremony, about 30 participants, including newly selected staff representatives and team leaders from various innovation fields, gathered to share the operational direction of the Task Force and pledged active participation through mutual exchange.
Over the next year, the Task Force plans to focus its efforts on identifying key tasks that will lead structural changes throughout the organization and concretizing them into policy.
Led by the Vice Governor for Administrative Affairs, the Task Force is an innovation group that discovers ideas to improve unreasonable practices and inefficiencies within the organization and translates them into systems and policies. Since its launch in 2022, it has established itself as the core platform for organizational innovation.
So far, the Task Force has developed and implemented improvement measures for a variety of innovation tasks, including office space innovation, enhancement of civil servant training, strengthening of open and transparent administration, activation of collaborative administration, improvement of civil servant recruitment methods, and enhancement of organizational culture.
In particular, improvements to the "Executive Day" and the establishment of a systematic handover and takeover culture-initiatives based on the Task Force's proposals-have been recognized as representative cases of addressing unreasonable practices within the public sector. These efforts greatly contributed to Gangwon Province being the only metropolitan government to win the "Excellence Award" for two consecutive years at the "Organizational Culture Improvement Best Practices Competition" hosted by the Ministry of the Interior and Safety.
Yeo Junghyup, Vice Governor for Administrative Affairs of Gangwon Province, stated, "The Task Force has led organizational innovation by identifying and improving a variety of innovation tasks. I hope that the newly launched 4th Task Force will identify and develop key tasks that drive structural change across the organization, creating meaningful changes that residents can truly feel."
