Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on December 15 that it has been honored with an award for the third consecutive year. At the 21st Local Government Officials Policy Research Presentation Contest held on the 10th at the Local Government Officials Development Institute of the Ministry of the Interior and Safety, Deputy Team Leader Kim Jinseol of the Urban Agriculture Department received the Excellence Award for his presentation, "Improvement Plan for the Name Notation on Foreign Registration Cards and Permanent Resident Cards."

This year’s contest, co-hosted by the Local Government Officials Development Institute of the Ministry of the Interior and Safety and the Korea Research Institute for Local Administration, saw 44 research papers submitted from 13 cities and provinces nationwide, nearly doubling the competition rate compared to last year. Of these, seven were selected for final presentations, with Goyang Special City participating as the representative in the general administration category.
Deputy Team Leader Kim’s research was highly praised for empirically analyzing visual identification errors arising from the Romanization of names and for proposing the introduction of name delimiters that can be immediately implemented within the current system.
The panel of judges commented, "This research started from a minor issue and found a practical solution in the field," adding, "Its feasibility is high, and it can be widely applied to various fields such as administration and the judiciary, making its impact significant." They also noted, "By extensively reviewing overseas cases, the alternatives presented were highly persuasive."
Deputy Team Leader Kim Jinseol said, "As the nationalities and cultures of civil petitioners become more diverse, I prepared this research with the intention of accurately recording and respecting their names," adding, "I hope that people from various countries will be able to benefit from this in actual administrative procedures."
For preparing and presenting this research report, Deputy Team Leader Kim received the Minister of the Interior and Safety Award in recognition of his achievements.
