Proactive Steps Toward Specialized Research University at Kangwon National University Headquarters
Working-Level Consultative Body Established, Detailed Plans Underway for Full-Scale Preparation
Gangwon Special Self-Governing Province (Governor Kim Jin Tae) announced on December 8 that it had signed a business agreement with Kangwon National University at the Faculty Meeting Room on the 3rd floor of the University Headquarters to foster the development of Kangwon National University as a specialized research university among key national universities.

This agreement marks Gangwon Province's proactive first step in line with the Ministry of Education's plan to foster research universities based on industry-academia-research collaboration, linked to the "Five Axes, Three Specializations" growth engines. Notably, this is the first agreement of its kind between a local government and a key national university in Korea.
The signing ceremony was attended by Governor Kim Jin Tae, President Jeong Jae Yeon, and officials from both the provincial government and the university, reaffirming their commitment to cooperation as one team.
The main points of the agreement include: ▲ discovering and fostering specialized fields linked to regional strategic industries; ▲ enhancing the competitiveness of universities in the province by sharing university infrastructure and expanding joint research; and ▲ providing institutional support to attract and retain outstanding talent in the region. These initiatives are designed to support Gangwon's growth engine projects connected to the "Five Axes, Three Specializations."
Based on this agreement, the two institutions will establish a working-level consultative body and begin preparing detailed plans for specialized fields, thereby officially launching efforts to foster Kangwon National University as a specialized research university.
The province plans to develop Kangwon National University as a regional hub for research and development and a technology provider by linking it with future industries that it is prioritizing, such as semiconductors, biohealth, and future mobility.
President Jeong Jae Yeon stated, "This agreement will serve as a crucial turning point for Kangwon National University to become a research-focused university leading the innovative growth of regional strategic industries. Going forward, we will focus all of the university's capabilities on dramatically strengthening our research capacity and cultivating outstanding talent to drive the region's future industries, through close cooperation with Gangwon Special Self-Governing Province."
Governor Kim Jin Tae emphasized, "Kangwon National University is already closely connected to the province's seven key future industries and is leading the way among national universities. The province and Kangwon National University are already working together as one." He added, "Through today's agreement, I hope both institutions will form a consultative body and move forward in earnest."
Meanwhile, the province and Kangwon National University are currently jointly pursuing projects with a combined budget of over 400 billion won, spanning glocal universities, RISE, as well as future industries such as semiconductors and biohealth.
