Gwangju Seo-gu Council Member O Miseop Urges Legislation for Residents’ Self-Governing Council and More

Proposal Led at the 336th 2nd Regular Session

O Miseop, a member of the Gwangju Seo-gu Council, sponsored a proposal at the 336th 2nd regular session held on November 25, urging the enactment of relevant laws so that residents can take part as key agents in regional development.

This proposal was initiated with the intention of establishing a national legal foundation to enable residents to become primary actors in solving local issues, aiming to address structural problems across society such as the collapse of communities, generational disconnection, and the widening of regional disparities.


Assemblyman O emphasized, "Village community activities are the foundation for recognizing and responding to local issues at the earliest stage, and the residents’ self-governing council is a key system for realizing democracy in everyday life."


He further pointed out, "The social solidarity economy is an important alternative that supplements people-centered care, welfare, and employment sectors that the competition-oriented market economy fails to address. However, there is still no law to support this."


The proposal calls on the National Assembly to enact the 'Framework Act on Village Community Revitalization,' to legislate the residents’ self-governing council, and to establish the 'Framework Act on Social Solidarity Economy.' It also urges the government to strengthen financial and institutional support.


Assemblyman O stated, "Supporting residents so they can discuss and resolve local issues on their own cannot be achieved by the efforts of local governments alone," adding, "National-level legal and institutional arrangements are necessary to realize sustainable regional development and democracy in daily life."


After approval, the proposal will be delivered to the National Assembly, the government, and local councils nationwide.
