On the morning of October 30, ahead of his summit with President Xi Jinping, President Trump stated on his social networking service, Truth Social, "I have instructed the Department of War (Department of Defense) to conduct nuclear weapons tests according to the same standards as other countries," adding that the tests would begin immediately.

President Trump said, "The United States possesses more nuclear weapons than any other country," and evaluated this as an achievement accomplished during his first term, including the complete overhaul and modernization of existing weapons.

He further commented, "Because nuclear weapons have tremendous destructive power, I really did not want to do this, but I had no other choice." He also predicted, "Russia is in second place, and China is a distant third, but within five years, China will reach a level equal to ours."

This demonstrates the United States' determination not to allow any country, including China, to surpass it in nuclear weapons development and testing. It is interpreted as a warning message ahead of the summit with President Xi.
